Because the people in those countries are liberals. Lots of gays and pot smokers and all other sorts of deviants and miscriants. (Your liberal friend)

I think it's a matter of ethics. It is a varied bunch though, we do have Singapore in there, Switzerland (not northern european) and Australia and New Zealand..I think I might have forgotten to mention that it was the 2005 survey SAYS... but..how much can something change significantly in one year?

Those Scandanavians are swell, aren't they? If Stephen Harper continues to turn us into a US branch plant, I may just head off to Norway some day.
How about top ten Most Corrupted Countries?
Haiti is the most corrupt I believe. Most of the top ten are in Africa, with a few in the Middle East.
