Because the people in those countries are liberals. Lots of gays and pot smokers and all other sorts of deviants and miscriants. (Your liberal friend)

I think it's a matter of ethics. It is a varied bunch though, we do have Singapore in there, Switzerland (not northern european) and Australia and New Zealand..I think I might have forgotten to mention that it was the 2005 survey SAYS... much can something change significantly in one year?

Haiti is the most corrupt I believe. Most of the top ten are in Africa, with a few in the Middle East.
